Use commercial software or better yet a service. Many services now use Rainbow tables to decrypt passwords (if they are using 40 bit encryption) in seconds. The services can cost as little as $25 per file or even less. Freeware here is slow.

Developer Provided Description - "All known Word 97/2000 password crackers are testing passwords (using brute-force or dictionary attacks) to find the right one. This method is good only for short and non-complex passwords. For example, the fastest program gives about 170.000 password/second on Pentium III/800. To find 8-character password consisting of lowercase Latin letters and digits you'll need about 200 days. What if password is longer or consists of special characters or national symbols? (Un)fortunately, another method to decrypt files exists. Word 97/2000 (as well as Word XP in default mode) password protection uses strong enough encryption algorithm, but because of U.S. crypto export regulations key length is only 40 bits. So, you need to test only 240 keys (not passwords) to decrypt your file with guarantee. GuaWord does it, and key testing will take about 20 days only on the same Pentium III/800 PC. Within this time (and in average within the half of this time) ANY file, encrypted with ANY password (no matter what length of the password is or what language or symbols used, etc) can be decrypted. Moreover, GuaWord offers distributed computing mechanism (via the shared directory) and you should divide the necessary time to the quantity of PCs you've got."
Comment - This can take like 25 days on an average machine, but is guaranteed to work, unlike a brute force cracker.

Comment - Author is now embarrassed by the program, but it does work, and will decrypt modern Word and Excel files. Description is taken from a Major Geeks listing that is no longer displayed.

However, it leaves the encryption in place - because there is no reliable way of determining whether the document has been encrypted by the user or by the virus. If it turns out that the encryption of the document has been done by the virus and is, therefore, unwanted, the user can use this F-DCRYPT utility to display the password and even decrypt the documents."

Please note: Honestly the commercial software or services is probably the route you will have to take to recover your Word or Excel password. The GuaWord program will work but could take something like 25 days.

For software always be sure to try the demos first to see if the program works before buying. Also the difference in prices for software that does the same thing, for instance recovering PowerPoint Presentations, can be a large price range like in this case $50 - 299.
