I don't have much experience with Outlook Express Recovery, but DBXtract and MBXtract look like high quality freeware and should often help in my estimation.
Steps to Recovering Corrupt Outlook Express Files - easy to follow steps.
DBX Repair - DBX is the file extension and type of Outlook Express file for versions 5 and 6.
MBX Repair - MBX is the file type and extension for version 4 and before.
Text Extractors - if nothing else the text from a corrupt OE file can be extracted. You may be able to reconstruct your messages at that point.
Please note: Honestly the commercial software and services is the route you will sometimes have to take to recover your data. Generally, it's a lot easier to find free programs for file repair for non-Microsoft products than Microsoft ones. You can explore them by following the links to the left.
